This is the project page for the new Palm Ave Community Park. This future 13-acre park is envisioned to serve the needs of the entire Fremont community. Based on the community input from the 2022 Parks and Recreation Master Plan and City-adopted design guidelines, it is anticipated that Palm Ave Community Park will generally include amenities such as sports fields, sport-courts, passive lawn play areas, playgrounds, picnic areas, connecting sidewalks and landscape areas.

Fremont, “Community Parks” are larger parks that extend beyond the neighborhood level to serve citywide recreational needs by providing a combination of active sports and open spaces at parks similar in size to Palm Ave Community Park such as Warm Springs, Irvington, Sylvester Harvey, Nordvik, Marshall and Los Cerritos Community Parks. Community parks also include additional amenities like restrooms and parking lots.

The Palm Ave site faces some design considerations that may not apply to other Community Parks. It is through the design, environmental, and mitigation processes that concerns such as traffic, parking, park access, and the analysis of community-desired appropriate amenities are reviewed before being recommended to City Council for final Master Plan approval.

Background: In late summer/early fall, the Community Services Department began a community engagement effort to help plan for the new 13-acre Palm Avenue Community Park. Phase 1 included a community survey which resulted in more than 1600 responses. The three concepts were developed based on feedback received at community meetings, the survey, Parks and Recreation Master Plan, City recreational needs, community requests and the recent Recreation Commission meeting.

Next Steps: Following the second survey, due diligence will be conducted on proposed park amenities. A draft of the Master Plan, which is anticipated to include a combination of design features, amenities, and elements from the three conceptual plans, will be proposed to the Recreation Commission and then to City Council for consideration and adoption in the first quarter of 2026. During these meetings there will be more opportunities for public comment. After City Council adoption of the Master Plan, an environmental review will begin, followed by the development of construction documents. The project is anticipated to start construction in 2027 with estimated opening in 2028.

    This survey is intended to gather your ideas about the Uses, Elements, and Character of your future park. Check back at https://bit.ly/PalmAvenuePark for more information. 

    Palm Avenue will be a new community park with restrooms, pedestrian lighting, a parking lot, and space for team sports. Based on community needs, the park will include a junior cricket field and junior soccer fields. To better understand how the community feels about the proposed amenities and provide additional input on design and other possible amenities we’ve put together this survey.
