New Short-Term Rental Ordinance Adopted for Fremont

A new Short-Term Rental (STR) ordinance has been adopted for Fremont. On January 9, 2024, the Fremont City Council adopted the new ordinance, which takes effect on February 8, 2024. A STR refers to an activity in which a “host” agrees to rent out all or a portion of a residential unit to a “guest” for less than 30 consecutive nights. The ordinance continues to allow STRs to operate in Fremont but adopts regulations that fit the characteristics of the city and preserve community character.

Under the new ordinance, a no-cost STR permit will be required to establish, operate, or maintain a STR in Fremont. City staff is in the process of developing a STR permit application and permit process. Once this information is available, staff will notify those who have shown interest in this topic through this webpage and those currently operating a STR in Fremont. STR operators will have until the end of 2024 to obtain a permit and operate in accordance with the provisions of the new ordinance.
